Russia Targeting Incompetent Gamblers

Russia appears to be taking a tough stance against gambling at the moment with plans to monitor problem gambler’s finances.

Recent legal amendments have seen the emergence of a new law that will allow a guardian to control assets of people the state deems to have an issues with gambling.


Rather than creating a new law, the move will simply redefine problem gambling as a “financially destructive behaviour”. This will allow the state to legally class someone as “incompetent” and give them grounds (in legal terms) to offer guardianship.


The Russian government cracked down on gambling in 2009, banning casinos and poker clubs throughout the vast majority of the country. Just four areas af Russia, Vladivostok, Krasnodar Region, Kaliningrad and Altai Region, are allowed to offer gambling.
